A Watford-based landlord has been fined after it was discovered that he had left one of his rental properties in a ‘dangerous state’ for tenants.
Landlord Mohammed Shahbaz Khaliq had failed to make necessary improvements to the property – located in Queens Road, central Watford – as requested by Watford Borough Council Officers.
Officers had asked that Mr Khaliq repair leaks and a damp issue as well as replace a missing handrail on the stairs after finding the safety failings during a routine inspection. However, the improvements were not made and Mr Khaliq, 29, was given a legal notice by the council.
Following the improvement notice, Mr Khaliq again failed to make the repairs and was prosecuted for failing to comply with the notice. He was fined £3,000 plus £6,609.70 in costs at St Albans Magistrates’ Court.
Councillor Steve Johnson, portfolio holder responsible for housing at Watford Borough Council, told the Watford Observer: “It is however essential that tenants, who are paying increasing rents for their homes, are not put in danger and that the reputation of the vast majority of Watford’s excellent landlords is not tarnished.
“The works being required were essential to prevent accidents and ill health. Despite advice and help being offered improvements were not made. The court’s decision is a clear message that landlords should comply with the law.”
